Sally Bevis – Co-Founder and Director

Sally has consulted in and around the strata and construction industries for more than ten years, offering specialist advice on the set-up of strata schemes and bodies corporate, strata management and strata insurance. She is a consultant, a strata manager, a property agent, an insurance broker and a property developer, all with a focus on strata.

Her passion is to make strata better across Tasmania. She shares what she’s learnt with developers, architects, lawyers, conveyancers, land surveyors and other professionals to make their strata schemes effective and harmonious.

She also lobbies council officers and Councilors to give her clients’ projects every chance of success. She’s been instrumental in getting controversial developments approved, even when the planner has recommended refusal.

And she knows how to sell strata. She understands its complexities and can translate the technicalities into simple terms to extol to buyers the many benefits of strata when its done well (done well being the operative words).

Property management is another area of expertise for Sally. She is very particular in her search for the perfect tenant, and meticulous with her inspections. She identifies and resolves issues before they become problems. When it comes to claims, with 30 years’ experience with insurance claims behind her, she knows what her clients are entitled to and how to get it.

Terrace Strata Management

Terrace was established by Sally Bevis in 2012. With her team of professional and passionate strata managers, Sally offers a hands on, friendly service with a focus on technical accuracy. They understand their clients’ rights and obligations and know how to diffuse situations to avoid disputes.

Strata Insurance Brokers

Terrace is also an insurance brokerage, trading as Strata Insurance Brokers Tasmania. Sally has been an insurance broker for over 30 years, specialising in construction related insurance, strata insurance, complex claims management and claims dispute resolution. SIB was initially established to manage the strata insurance for developers and bodies corporate but now offers the full suite of construction related insurance.

Custom By-Laws
Every strata scheme are governed by a set of by-laws, which can make or break them. Our custom by-laws replace the default model by-laws and are the cornerstone of a cohesive and effective body corporate. They offer certainty for purchasers, with a clear and concise explanation of each lot owners’ rights and obligations which can increase the salability of strata units. The key features of our custom by-laws include:
- Allow or prohibit pets
- Allow or prohibit short stay accommodation
- Allow decisions to be made electronically
Strata Insurance
The body corporate is legally required to insure the entire site on one policy, and insure the body corporate’s public liability. We will engage Strata Insurance Brokers to:
- Arrange a valuation to shift liability for the sum insured away from you
- Obtain quotes from two of Australia’s leading strata insurers to ensure cover is comprehensive and competitive
- Arrange your approved cover when certificates of occupancy are issued
Unit Entitlements
Unit entitlements are critical to the success and harmony of a body corporate. They determine voting rights and how body corporate expenses are shared.

We share what we’ve learnt with our clients and their land surveyors to:
- Ensure all body corporate expenses are shared between owners fairly and equitably
- Create a special unit entitlement for insurance premium if strata units are different sizes so its shared in proportion with the cost to rebuild in the event of a claim
- Create a special unit entitlement for developers of staged development schemes to equalise their contributions

Determination of Lot Boundaries
The lot boundaries are shown on the strata plan to divide the site into lots. There are a number of ways to set the lot boundaries up, and we offer guidance on:
- How much of the site should be common property
- Whether to make the exterior surfaces part of the common property
- How to deal with carparks
Annual General Meeting
Developers are legally required to run the first AGM. Terrace runs the AGM while the developers are sole members of the body corporate to put things in place ready for settlement. This will include:
- opening a bank account
- running the meeting
- adopting a budget
- issuing levies
- arranging the gardening and maintenance
- signing the contract of appointment
- with Terrace for the ongoing strata management.
Requisitions
At settlement, purchasers’ solicitors send requisitions which must be answered by the developer. Terrace will undertake the following on your behalf:
- Prepare a certificate to answer the requisitions
- Advise on the amount of levies to be paid
- Attach the required documentation, including the strata insurance invoice for reimbursement to you by the purchasers
Staged Development Schemes
Staged development schemes add another layer of complexity to strata projects. They are the development of land by the registration of a series of stages, which allows the developer to sell the completed stages to fund the remaining stages.

A staged development scheme consists of a master plan for developing land in stages by a series of strata plans and a disclosure statement. The preparation of these documents is a critical part of the project as they determine how it can be undertaken, and in what order. To ensure that projects are streamlined and flexible, we will:
- Liaise with land surveyors on the stages and master plan
- Create the unit entitlements, including a special unit entitlement to equalise the developer’s share
- Prepare the disclosure statement
